学习应急：《推进数字应急，打造智慧应急管理体系》 ————记国际应急中心总队长史道勇先生

       今年中国政府的多份工作报告中，明确提到城市应急管理工作，为建设更高水平的“平安中国”指明了方向，以推进国家安全体系和能力建设，为中国式现代化提供了坚强的安全保障。因此如何构建城市大应急体系，护航城市安全与高质量发展？国际应急中心总队长史道勇先生给出了它的“春天答卷”。

一·打造城市安全风险综合监测预警体系

      安全是城市发展的底线。今年中国政府的多份工作报告也鲜明提到，全面贯彻总体国家安全观，建设更高水平的平安中国；深入推进国家安全体系和能力建设。实际上，不仅中国政府给予应急管理工作重点部署，从国际大环境的实际状态中也不难看出，世界各地已充分认识到，打造强大应急体系是建设韧性城市、提升城市治理能力的重要内容。 国家层面的战略引领，正是科技应急产业的发展注脚与方向。我们应该从市场需求实际出发，在短时间内便打造了面向城市级的风险综合监测预警体系，并获得用户和市场的认可，快速成长为应急管理领域的领衔平台。依托数字技术，建立城市安全风险综合监测预警中心，即城市安全运行监测物联网、城市安全综合监测一张图，形成一体化“城市安全风险综合监测预警指挥体系”，赋能燃气、供排水等场景应用，打造“城市应急感知一张网”，构建“一网统管”智慧应急体系，实现城市安全治理“风险清、底数清、隐患清”，形成“能监测、能预警、能分析、能处置”的全流程闭环防控机制。

This year work reports of the Chinese government also distinctly mentioned the comprehensive implementation of the overall concept of national security, the construction of a higher level of peace in China; in-depth promotion of the national security system and capacity building. Relying on digital technology, we have established a comprehensive monitoring and early warning center for urban safety risks, i.e., the Internet of Things for urban safety operation monitoring and a map for comprehensive monitoring of urban safety to form an integrated "comprehensive monitoring and early warning command system for urban safety risks", and empowered the application of gas, water supply and drainage and other scenarios to create "one network for urban emergency response" and "one network for sensing".        城市应急管理工作涉及城市生命线、安全生产、公共安全、自然灾害等诸多领域。我们应该设定应急管理的具体举措，指出要开展安全生产专项整治；强化安全生产监管和防灾减灾救灾。针对安全生产专项整治，以“工业互联网+安全生产”行动，提供对危险化学品、非煤矿山、建筑工地等高危行业领域企业安全生产监测预警解决方案，人、机、物、环、管全要素监管，防范化解重大安全生产风险。建立起风险分级管控与隐患排查治理双重预防数字化管理机制，对服务区安全生产风险隐患进行有效管控和闭环管理，大幅提升安全监管水平。
